you need to understand gps signals are not strong as gsm. gps usually was made to work on open sky and not indoor buildings. If you really need to make indoor then consider using active antenna with good gain.

You cannot directly use the SIM548 in SIM908 breakout board. There are some modifications on the module, unlike SIM908, SIM548 has separate Power pin for gps , and one extra Serial UART for gps, gps RTC core to help hot Start, etc but if you are only looking for the gsm part, All the functions are exactly same as SIM908

gsm is used only to send SMS ? If yes, then connect 5V TTL Rx pin of gsm to Tx pin of PIC. Connect 5V TTL Tx pin of gps to Rx pin of PIC. If gsm is used to send and receive SMS then use PIC18F46K22. It has two UART.

In case of SIM908 you should speak of a gsm/gps module rather than a "chip". There are many chips working inside the module.
