its not esay to design so wide bandwidth. But you can use ADS to simulate it.

The Y caps are limited to the leakage current to ground spec for safety. I believe 0.5mA max. is still the cUL/CE requirement. The amount of attenuation depends on the source of egress and levels. Use the fdatool if you have the filterdesign toolbox and select halfband lowpass or highpass at the "response type" options. There are a lot of help at the Mathworks website.
The basic filter design is near to a 2nd order butterworth filter, but by combining high- and low-pass to operate with a single buffer amplifier, the filter characteristic will be sligtly modified. The transistor type doesn't matter much, the circuit can work with any AF silicon npn.
