i am no CP expert but i think: 1- in fully diffrential CP both the UP and the Down current consist of current from PMOS and NMOS which cause the matching , i guess using CMFB wont increase matching cause whatever the value of the CM both the UP and the Down will see the same value. i think the thing the increase the matching and lower the dynamic

hi answer of your first question is No VCO must be connected to LO port. you must convert diffrential to single ended by "balun" .
