I think multi-band. Because of mobile phones (2sim gsm+cdma+gps+bluetooth). maybe. But more recent papers focus on beam steering, something like wifi wich alters beam direction to point in your phone/notebok/pad. To reduce interference, focus power, increase speed.
I heard first time gps module with SPI, Anyways Try going step by step first connect only gps module and then gsm. And display data received on LCD or any terminal for easy debugging.
you need to understand gps signals are not strong as gsm. gps usually was made to work on open sky and not indoor buildings. If you really need to make indoor then consider using active antenna with good gain.

Because of the voltage level issue, this type of error should not occurred, because all of your other AT commands are working well with it. How you are using the same serial port for both gps and gsm? You mentioned some power supply issue in your system? Could you please explain more clearly? You cannot directly use the SIM548 in SIM908 breakout board. There are some modifications on the module, unlike SIM908, SIM548 has separate Power pin for gps , and one extra Serial UART for gps, gps RTC core to help hot Start, etc but if you are only looking for the gsm part, All the functions are exactly same as SIM908

I don't know why do you want to use femtocells for this application. Femtocells ar small base stations, and normally people don't have access to their firmware to get location information.
