Diference is in R3 (RF) resisotr resistor is over Crystal not over CMOS inverter and value of R3 is only 100k (in pictore I have error) Question Why is R3 over crysta

I think that if you used two cascaded inventers with high current, and with large noise margin, it may increase da slope, or decreas rise and fall times..
