If you're expecting to do this with just "resistors and capacitors", forget it. You'll need the world's biggest capacitor to do it. I suggest you look into using some type of pulse-width modulation scheme. Sounds like either faulty diodes or a large voltage spike from some unknown source. What is the new brand/manufacturer of diode? Can you look at the diode voltage when the load is switched with a high speed (50MHz) oscilloscope?
