I don't believe that any of the criticisms related to relay supply and similar hits the point. It's no problem to use an oversized switch transistor to drive a relay. relay supply voltage can be selected according to the design prerequisites and requirements, as long as it doesn't overload the respective supply node. If you don't need adjustability then a Selco thermostat is a way simpler solution (Check Digi-Key, thermostats in TO-220 types leaded packages in 5C setpoint increments). Use that to run a fan relay coil.
Or you can connect the power LEDs supply through a 1K to the base of a BC547 as the first circuit and then use it to drive the relay given in the second circuit. The diode can be 1N4007, cap can be 100uF/25V
