ENIG has a thick nickel and VERY thin gold layer. That will be very lossy at microwave frequencies. So if you have circuits that need low loss (or high Q), ENIG will not work well. IF you put a thicker layer of gold on top, then more of the top surface currents will be in the thicker gold layer, and the loss will be much less. And yes, sold
ENIG would be best as you get a flat surface critical for QFP devices and reliability during assembly... I haven't used a hot aired levelled finish since 1995 ish, used ENIG more or less exclusively as it give the best overall performance (shelf life, solderbility etc.)

As with many questions of this kind, the details matter. E.g. object size, surface finish, speed. If the application is something like production quality control, a certain accuracy overhead will be required for long term stability and general acceptance, so 0.1mm accuracy sounds reasonable. Laser triangulation would be my first choice.
Never used silver for edge connectors, I've always used hard gold plating. Silver does tarnish and has a limited shelf life when used as a surface finish, as to its reliability for edge connectors, I cant comment because as I said I have never used it.
