I would say that the the circuit is a fire detector . used to detect smoke through the IRopamp circuit and the heat from the thermister. The IC must be used to produce an output when output from the 2 sencers trigger the chip.

Well I can suggest a circuit for fire detection that is simple and cost effective. Try using a thermister with a Philips 4046 IC, then use an RC circuit as guiding pulse, then use thermister pulse as the locking signal. I don't have the circuit as of now. I shall post it in some time. ~Kalyan.
