The monitor which I have accept the signal 1280 x 1024 @ 75 Hz which need pixel clock 135 MHz. Is it possible to drive the vga signal for the monitor mentioned above from the FPGA at slow rate like 30 frames per second ? In this case what will be the pixel clock for 30 frame per second ?
I have generated vga signal, both data and timing (RGB and v_sync, h_sync) at the rate 60 Hz from FPGA. The frame size consist of 640 x 480 pixel. What you need is called autoranging. Some digital multimeters has it. After level check they automatically select proper attenuation to adjust signal to A/D range. Combination of attenuators and amplifiers (vga) is usual.

You have posted the standard vga connector and pinout. Are you sure that's what the CRT monitor has for a connection? If so, then it should also work with the LCD monitor.

You can use a vga (Variable Controlled Amplifier) controlled by an AGC circuit (Automatic Gain Control). If your sync level can be lower than -15dBm, you can use a variable attenuator controlled by an AGC circuit.
